This is a  DC-DC Adjustable Step-up 3A Converter

This 42x20x15mm (W*L*H) device is pre-calibrated to a high voltage, make sure when testing for the first time to wind down the potentiometer clockwise to get a decrease in the DC value to around 0-10v.

(assuming you are reading the label on the of the IC right side up)
